Means, you can buy 1 euro by selling 1.3490 dollars. And you can sell 1 euro by buying 1.3488 dollars.

Assume you make the trade, purchasing 100,000 EUR by selling 134,900 dollars. The EUR/USD rises to 1.3590/1.3592. Now if you sell your 100,000 euro, you will make profit by earning 135,900 dollars.
